* Executes project/program controls processes, procedures and tools on projects, including information systems, BIM technologies, budget/cost, schedule, risk and reporting.
* Creates, edits and publishes guidelines, manuals, and documents for use by project staff including the Project Management Plan, Project Controls Manual, and Monthly Project Progress Reports.
* Develops and maintains relevant project controls procedures and work instructions.
* Supervises the scheduling efforts for the project to include the preparation and analysis of schedule baselines, progress schedules, analyses and project progress reports.
* Supervises the budget/cost efforts of the project to include guidance and oversight of the cost management system, preparation of cost report templates, and issuance of monthly Cost and Change Management report deliverables.
* Communicates and coordinates with project leadership for trend analysis, corrective action and issue resolution.
* Oversees development and maintenance of an automated system that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information and program content.
* Supervises the document control efforts of the project including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other documents.
* Oversees and guides the implementation, training, and support of a Project Management Control System (PMCS), including working with the project leadership to integrate project work processes into the PMCS tool.
* Develops and maintains a cost estimating protocol to develop construction estimates, prepare independent cost estimates, and support negotiations as necessary.
* Oversees and monitors performance, progress and internal department budgets. Assess the impact(s) of design/construction changes and schedule slippages and assists project staff in developing work-around and schedule recovery plans.
* Prepares the Project/Program Manager for internal and external meetings by providing reports, analysis, and backup documentation, to assist in the management of the project and dissemination of information/reports/deliverables to the PM, client, and stakeholders.
