Summary
The Public Programs Administrator, Senior, is responsible for the procurement of multi-million dollar State Health Programs (SHP) contracts. This position is also responsible for developing and implementing policies that serves as internal and external guides to achieve contract compliance, maximize member benefits and achieve Health Net's mission, vision and goals.
Responsibilities
* Negotiates and procures SHP contracts. * Develops and implements SHP policies. * Represents Health Net in government forums, meetings and commissions and serves as the plan liaison between these and other external stakeholders and SHP internal departments on issues regarding programs administration and operations. * Develops innovative public/private partnerships that differentiate Health Net in the marketplace. * Negotiates county-specific carve-out contracts. * Performs other duties as assigned.
Ideal Candidate
* Bachelor's degree in Public Health Administration or relevant field * Master's degree in Public Health Administration or relevant field preferred **Certification/Licensure Required** * Current RN or PHN license preferred **Experience Required** * Minimum five years experience in Public Health Policy Administration * Minimum three years experience in contract procurement and public programs development * OR * Any combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position. **Knowledge, Skills & Abilities** * Strong knowledge of federal and state regulations/requirements * Demonstrated knowledge of current health care issues * Excellent organizational and communication skills * Strong analytical and problem solving skills with attention to detail * Excellent verbal and written communication skills * Team player who builds effective working relationships * Ability to work on multiple projects simultaneously * Personal computer skills with proficiency using Microsoft Office applications * Ability to analyze, interpret, apply and communicate policies, procedures and regulations
