Summary
This position manages regulated environmental functions and provides environmental reporting, maintenance, and analysis and ensures regulatory compliance (EPA, etc.). The Environmental Manager represents the company and acts as liaison with governmental agencies and representatives and tracks, approves, and audits programs for the disposal of hazardous materials and chemicals.
Responsibilities
* Supervise assigned employees (Chemical Management Techs and Environmental Compliance Techs) including hiring decisions, disciplinary action, performance evaluation, and related supervisory duties. * Investigate hazardous material spills to determine root cause and work with facility management to implement corrective action to prevent future occurrences. * Confer with Corporate EHS Management to implement environmental programs in accordance with HAECO and EPA requirements. * Conduct environmental inspections as necessary. * Serve as a member on the Safety Committee. * Confer with private, City, State, and Federal agencies to enhance the TIMCO Environmental Program. * Draft environmental related correspondence, policy and procedures and implements with approval. * Create and distribute environmental related topics to be reviewed at crew meetings. * Manage and maintains all record keeping procedures for all EPA required documentation. * Monitor the effectiveness of the environmental training programs and adjusts the programs to ensure compliance with regulatory requirements. * Review technical journals, reports, and environmental related material, forwarding information to management and appropriate department heads for review. * Serve as the facility Emergency Response Coordinator. * Responsible for the maintenance of required EPA Permits and reports including: * Air emissions permit * Industrial waste water permit * Hazardous waste permit * Toxic and hazardous emissions inventory report * Tier II community right to know report * Screen chemicals in the HAECO inventory in conjunction with the Air Emissions Permit and establishes hazardous materials codes with direction from the Safety Manager; determine which chemicals contain volatile organic compounds (VOCs) and calculates VOC factors for each unit, can, quart, etc. * Analyze the usage of chemicals on a daily basis and takes steps to ensure that air permit compliance is maintained. * Supervise the maintenance of all chemicals in HAECO inventory utilizing the Material Inventory Report System (MIRS) software. * Maintain updated files of Material Safety Data sheets for chemicals in the HAECO-GSO inventory. * Approves the purchase of new chemicals (other than customer mandated materials and aircraft manufacturer specified materials) and approves proposed chemical purchases for need, disposal requirements, and compliance with Clean Air Act standards. * Responsible for the disposal of or discontinues the use of chemicals that are no longer required. * Finds replacements for existing chemicals that contain materials regulated by NC EPA or the Clean Air Act and finds replacements for chemicals that contain extremely hazardous substances or ozone depleting components whenever possible. * Develops and implements procedures for the proper disposal of hazardous chemicals. * Represents HAECO with the Local Emergency Planning Commission and attends Industrial Forum Meetings. * Maintains copies of Air Emissions Standards, Environmental Compliance Reference, and Regulated chemicals lists. * Develops and maintains the HAECO Contingency Plans; implements, and reviews proactive programs designed to foresee and respond to environmental accidents. * Develops and implements routine audits to identify and correct non-compliance conditions. * Develops training programs to raise environmental awareness to employees. * Ensures the facility is in compliance with applicable laws and regulations; including routine review of State and Federal regulations and interpreting requirements to management. * Develops and implements procedures to ensure that new systems do not introduce environmental risks (new chemical, process flow, equipment, etc.) * Works with private consulting engineers, and/or governmental officials for the purpose of explaining standards, gaining compliance to standards and providing technical assistance. * Responds to emergencies during regular work schedule and on/off-shift times. * Acts as the GSO facility explosive site coordinator. * Acts as the GSO facility Business Continuity Plan coordinator. * SECONDARY DUTIES: * Perform other duties and special projects as assigned.
Ideal Candidate
**Minimum:** * Five (5) years progressively responsible experience working with Environmental functions including two (2) years of supervisory experience. * Possess knowledge of Federal, State and Local regulations and the impact/application pertaining to the responsibilities of this position. * Thorough working knowledge of EPA regulations. * Advanced computer skills including Word and Excel or comparable programs. * Valid driver’s license. * Possess or obtain certification RCRA and Emergency Response certification within 12 months of being placed in this position. * Excellent written and oral communication skills * Read, write and understand the English language. * Requires dealing with persons at all levels within the company and outside the company on matters requiring explanation, discussion, persuasion, and obtaining approvals. * Must be able to plan own work and to use professional knowledge to evaluate and interpret job requirements, guided by standard or accepted practice. * Must be able to work assigned schedule with minimal absences. **Preferred:** * Four (4) year college degree in Environmental Engineering, Industrial Engineering, Chemical Engineering or a related area or equivalent related work experience.
