Responsibilities
Individual maintains broad knowledge of the U.S. Government Federal Acquisition Regulations, and commercial contracting principles. Provides advice and guidance to Operations/Program personnel, and Senior Management regarding terms and conditions which affect funding, contractual compliance, and program performance. The candidate will perform proposal preparation activities as part of a proposal team comprising of program and operational personnel. Individual shall prepare and administer subcontractor agreements with domestic and international entities. Conducts contract/subcontract negotiations, performs contract/subcontract administration activities, and directly interface with U.S. Government counterparts, prime, and sub-contractors, both domestic and international, to ensure timely response to requests and contractual requirements. Compiles and analyzes contract related data; and maintain historical information.
Ideal Candidate
- Bachelor's degree; or equivalent (7 plus years of experience in related field). - Broad knowledge of different contract, solicitation, and agreement types to include FFP, Cost Reimbursement, Time and Materials, Teaming Agreements, and Non-Disclosure Agreements. - Direct responsibility for the management of subcontractors with domestic and international entities to include preparing RFPs, reviewing subcontractor proposals, preparing a subcontractor rate analysis, negotiating terms and conditions of standard subcontract agreements. - Direct responsibility for the management and administration of contracts in support of U.S. Government, commercial and international programs. - Broad knowledge of U.S. Government acquisition terms and principles. - Direct responsibility for the preparation and submittal of proposals. - Excellent analytical, communication and negotiation skills. - Ability to work independently with minimal oversight. - Working experience with Microsoft Excel. - Working knowledge of Deltek Costpoint 6.1 or better.
