Summary
This is professional staff position will ensure compliance with local, state, and federal environmental regulations. The incumbent is to assure compliance with applicable state and federal regulations, and state and federally issued permits and approvals. The position will be responsible for: auditing functions across all Environmental mediums; monitoring programs; coordinating and notifying emergency releases and annual emissions reporting to appropriate agencies; obtaining all federal and state Environmental permits and approvals; preparing training and compliance procedures; reviewing and critiquing the work of other Environmental Staff for accuracy and completeness. The position will require interfacing with Operations, Maintenance, and the Project Group..
Responsibilities
* Replace JD as day to day environmental compliance engineer for refinery30 * Identify exceedances and determine cause-10-15% * CD emission management, particularly for revised version upcoming 20-30% * Flare management compliance 10% * Sector Rule 10% * Fence line monitoring 10% * MOC/PHA/PSM reviews 25% * Mentor Junior engineer 5% * Regulator Reviews 10% * Process/Procedures 10% * Wastewater Permit 5% * Reports 15% * Other duties as time permits: * Develop, propose and upon approval implement practices, policies and procedures to support corporate and facility Environmental programs. * Collect and analyze data to develop conclusions and make recommendations regarding Environmental policies, rules, and regulations. * Conduct internal audits and field verification inspections for all Environmental policies, rules, and regulations. * Manage assigned projects for compliance, scope, schedule, and budget. * Review the work of less experienced personnel that are assigned to separate/same projects. * Coordinate and/or take lead as assigned for Environmental programs. * Participate in a management role capacity at management meetings. * Collaborate with team members and serve as mentor to less experienced personnel. * Regularly communicate with supervisor work progress, questions and concerns * Ensure other environmental department members are acquainted with locations of required compliance records and information in case of your absence * Understand and be familiar with the refinery processes (through personal inspection/investigation) and personnel relevant to assigned regulatory areas * Regularly communicate with supervisor work progress, concerns and questions
Ideal Candidate
**Education Requirement** * Bachelor’s Degree in Engineering, Chemistry, and Physics, Biology, Mathematics, Meteorology or other relevant technical degree required, * Master’s degree in Chemistry, Engineering, or similar degree preferred. **Experience & Skill Requirements** * Minimum of six years of relevant industry and environmental experience required. Experience must include significant air compliance and permitting responsibilities. * Experience must be in a refinery/chemical facility. * Must have demonstrated knowledge as a subject matter expert in air quality regulations for oil refining operations. * Mechanically adaptable, with strong mathematical, reasoning, and problem solving skill required. * In depth understanding of P&ID’s and PFD’s. * Fluent in English, both oral and written forms. * Must be able to interface with all levels of the organization. * Demonstrated competency of interpersonal skills. * Must be able to regularly climb, stand, reach and lift up to 50 pounds. * Ability to occasionally alter work schedule to meet changing requirements. * Proficient in Microsoft Office Suite required * Unique skills which may be compatible with aspects of various regulatory programs/requirements will be considered.
