Summary
Under general supervision, this position will assist in the coordination and implementation of activities necessary to ensure a compliant refinery program for assigned responsibilities. For regulatory area(s) assigned, duties will include responsibility for required recordkeeping, reporting, inspections, and practical implementation of regulatory requirements in the refinery setting, including employee training when applicable. The position will also assist in the collection and interpretation of data as required by regulation(s) and/or as needed to support and maintain compliance.
Responsibilities
* Flare management and compliance 20% * Exceedance calculations 40% * Sampling/Documentation 20% * Compliance investigation 15% * CD closure 5% * Stack testing 5% * WWTP compliance 5% * MOC/PSM/PHAevaluation10% * Report writing and testing10% * Other duties as time is available * Ensure Compliance with Consent Decree, Permits ,local, state, and federal regulations * Prepare and submit permit renewals and modifications * Conduct compliance inspections/monitoring * Prepare and submit regulatory compliance notifications * Prepare and submit Quarterly and Semiannual Reports * Prepare responses to both internal and external (regulatory) requests for information. * Oversight of annual reporting including the Air Emission Inventory, Toxic Release Inventory, and Tier II Reports * Calculate release emissions and report accordingly. * Ability to work with a sense of urgency and desire to work in a team environment * Ability to adjust work schedule to meet refinery deadlines and to address unexpected issues. * Environmental Management System support. * Accountabilities will be based on required elements of regulatory areas assigned. Examples are meeting regulatory reporting or notification deadlines, submitting timely permit applications, timely response to agency requests and inspection follow-ups, timely notifications and follow-up reports for incidents of noncompliance in accordance with requirements of the applicable regulation and/or permit. * Initiate communication and interact with refinery personnel as needed to ensure implementation/completion of regulatory requirements * Timely respond to inquiries regarding regulatory requirements associated with assigned programs * Secure external resources as needed to fulfill regulatory requirements (e.g., sampling, lab analysis, stack testing, specialized consulting services) * Follow refinery procedures and policies: safety, safety training, internal incident reporting/investigation, purchasing, etc. * Ensure other department members are acquainted with locations of required compliance records and information in case of absence * Understand and be familiar with the refinery processes (through personal inspection/investigation) and personnel relevant to assigned regulatory areas * Regularly communicate with supervisor work progress, concerns, and questions
Ideal Candidate
**Education Requirements** * Must have Bachelor’s Degree Chemistry, Physics. Biology, Mathematics, Meteorology. Engineering, Environmental Science, or other relevant technical degree required. * Strong Computer skills with Excel, Word, etc. **Experience & Skill Requirements** * Prefer 0 to 4 years Industry and 0 to 2 years Environmental Experience; including Air Compliance experience * Ability to provide clear articulation of requirements and clear instructions/direction for implementation * Proficient in Microsoft Office Suite * Unique skills which may be compatible with aspects of various regulatory programs/requirements will be considered * Ability to adjust schedule as needed to meet business needs * Refinery/nitrogen fertilizer/chemical industry experience * Prefer regulatory background experience * Mechanically adaptable, strong mathematical skills, reasoning and problem solving * Strong communication, written and oral in English; Organizational, reasoning, and problem solving skills * Understanding of P&ID’s and PFD’s
