Summary
The Associate Director of Utility Operations oversees the successful operation of Boiler/Chiller/Waste Water functions at multi-use sites through interaction with internal team members and senior leadership as well as peer-level external service providers. The incumbent in this role, accomplishes milestone goals through direct leadership of a team of supervisors and experienced professionals who self-manage most day-to-day activities. The individual sets objectives for and leads multiple projects and ongoing work activities of moderate to high complexity to ensure on time and within budget completion. May have authority over a small departmental budget and has authority to make resource allocation decisions that affect the immediate work group. In addition to advising staff to answer questions and resolve issues, the incumbent provides guidance, coaching and training as necessary to ensure a broad base of knowledge and continuous development within the staff. The incumbent provides strategic leadership and recommends policy or practice changes to senior management.
Responsibilities
* Oversees all site Boiler/ Chiller/Waste Water plant operations, as well as all Environmental and safety permitting, licensing tasks, to ensure optimal function, aesthetics and condition at primary site and additional satellite sites, as required. - Directs all maintenance, support and outsourced staff functions associated with the proper operation of the Boiler/ Chiller/Waste Water plants - Oversees the maintenance of all systems, equipment and assets in a well-maintained and reliable condition to ensure operational uptime and customer satisfaction - Directs the timely completion of all work order PMs, CMs and upgrades to all critical systems, ancillary systems, equipment and assets associated with Boiler/ Chiller/Waste Water Operations - Directs and guides investigation of maintenance and repair issues, Operational-related health and safety hazards, and approves appropriate courses of action to remedy findings - Guides facilities vendor service contracts including coordinating the RFQ/RFP process, pricing and services negotiation, and scope of work - Oversees 24/7 response to critical equipment and utilities alarms - Oversees the strategic development and implementation of a maintenance program based on equipment failure rates, lead time of critical spares and life cycle analysis. - Develops manages and tracks required training for all employees adhering to State and local requirements - Assures all calibration requirements are identified, monitored set up in the CMMS system and completed in a timely fashion - Manages all local/state/federal permits, licenses, certificates required to operate Boiler/ Chiller/Waste Water based equipment * Effectively leads, manages and develops staff. - Oversees direct full time and contract staff on day to day assignment of work. - Leads, coaches and develops internal staff to enhance their growth potential. Provides clear direction and priorities; clarifies roles and responsibilities; accurately assesses strengths and development needs of staff; gives timely, specific feedback and helpful coaching; provides challenging opportunities for development - Manages, all employee performance / development goals; completes required employee assessments and provides corrective feedback when necessary - Reviews and approves all time sheets for hourly staff - Develops Business Continuity Plans in relation to utilities and facilities - Develops Capital project in relation to utilities and facilities * Initiates, manages and leads cross-functional/cross-site projects of medium to large scope and complexity. - Supports research programs by constructing, altering, modifying or maintaining facilities systems to serve site requirements - Guides and approves the implementation of major changes to critical / ancillary systems, processes, and maintenance schedules in order to improve reliability, and optimize labor utilization, cost savings and safety enhancements as well as reduce carbon footprint - Provides strategic direction and guidance as Utility site representative during interactions with all cross functional groups, as required - Interfaces with Corporate Services, EHS and IT in support of projects and cross functional initiatives. * Monitors business process and administrative task oversight for contract and budgetary management, procurement system, and documentation. - Drives and ensures Utility operating budget within target goals and drives the forecasting of project, capital and expense budgets. - Oversees contract management including scope of work, cost assessment, and documentation. - Consults with Legal and Strategic Sourcing to ensure corporate and vendor contract terms are met - Monitors the completion of documentation associated with preventive, corrective and service work orders to ensure asset history and department metrics are maintained - Oversees monthly metric reports and monitors and evaluates department operational targets. Endorses action plans as required - Oversees the computerized maintenance management system (CMMS) including endorsing system improvements to support ongoing site requirements. - Oversees the development and revision of required PM procedures, work instructions, best practices and guidance documents * Promotes and provides excellent customer service and support. - Monitors prompt response to work orders and service requests while maintaining a high level of customer satisfaction. - Provides strategic technical support and guidance on Utility-related issues and advises senior management on courses of action, as required. Interfaces with customers to ensure all expectations are being met - Oversees site notices and information - Maintains a positive relationship with all the members of the Facilities/Utilities department and our site customers while promoting a positive team environment. Promotes and maintains compliance with corporate, safety, security and regulatory policies. - Ensures compliance with all state, local and company policies, rules and regulations relating to safety, security and environmental protection. - Champions adherence to and improvement of all safety procedures and hazard communication - Oversees Utilites files including drawings, permits, certificates and maintenance records to ensure compliance. - Ensures compliance with corporate and site security access and control policies - Provides oversight with all training requirements to ensure compliance including review and approval of staff training curriculums

* Required Competencies-Knowledge, Skills, and Abilities **Knowledge, Skills & Abilities** - Strong understanding of Boiler/Chiller plant operations controls and engineering principles. - Strong knowledge in facility management systems such as BMS (Building Management Systems) for monitoring of systems / equipment status, alarming, control and diagnostics, and CMMS (Computerized Maintenance Management Systems - Strong knowledge of all local/state/federal permitting,licensing in reference to Boiler/Chiller/Waste Water plant operations Strong knowledge of local, state and federal building codes in conjunction with NFPA, OSHA and other basic safety training - Comprehensive experience with departmental capital and expense budget forecasting and management - Ability to read, interpret and update engineering drawings relevant to the trade - Strong written and verbal communication skills along with excellent leadership skills that encourages empowerment and ownership within the team and organization. Extremely proficient at writing well-formulated emails, notifications and reports. Ability to effectively communicate with employees, contractors and vendors. Strong experience with technical writing and document development / generation. - Exceptional interpersonal skills with experience dealing with a diverse workforce - Maintains a high level of multi-tasking ability in conjunction with proven organizational skills. Ability to organize assigned tasks in a high paced environment and concurrently monitor tasks / assignments with others that may impact timely completion.
