Summary
- Responsible for effective implementation of the Integrated Quality Engineering/Quality Systems Engineering functions and processes for the Uranium Processing Facility (UPF) at the Y-12 National Security Complex. - Performs quality program development and implementation in the Reston design office to support the project functions in achieving project objectives. - Makes contact with project and staff personnel in engineering, procurement, construction, supplier quality, admin services, test, operations, project management, and others, as required by assignments, to impart or obtain information. - Receives operational supervision and technical direction from the BNI Integrated Quality Supervisor.
Responsibilities
- Provides direct support to UPF line organizations such as Engineering, Procurement, and Construction in analyzing technical and/or quality issues. - Works with UPF line organization to integrate quality into the processes and products and preventing quality errors. - Integrates quality requirements into the line organization deliverables with the potential to impact site schedules/operations. - Conducts independent field verifications, audits, assessments, surveillances, and technical reviews for the project. - Assists in supplier quality activities such as: supplier/subcontractor qualification surveys, request for proposal reviews, bid document evaluations, supplier/subcontractor quality program reviews, and source inspections or surveys. - Identifies issues, trends and risks to maintaining compliance, effectiveness and/or performance. - Drafts procedures for review, approval and issue in accordance with approved procedures. - Provides input to the development and maintenance of standardized metrics. - Reviews project system documentation packages for completion prior to system turnover to the client. - Provides recommendations to project personnel to correct quality deficiencies. - Follows up on actions taken in response to audit findings to ensure adequate close out. - Reviews quality-impacting documents for quality effectiveness, requirement application and flow down, and project quality impacts. - Assesses the full life-cycle work processes to identify and mitigate design, construction, procurement and start-up risks - Enhances the integrated quality engineering program with the appropriate quality systems engineering elements.
Ideal Candidate
- Bachelor's degree in a relevant Engineering or Physical Science discipline from an accredited university or college with 9+ years of progressive related experience or in lieu of degree, a minimum of 15+ years of progressive related experience. - Salary and grade commensurate with experience and education. - Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education. - Requires a Q clearance, however, all qualified candidates will be considered regardless of their current status. **Minumum Qualifications:** - Performs assignments independently with instructions as to the general requirements. - Demonstrated skills in planning, organization and schedule compliance. - Ability to use a computer and intermediate skills in Microsoft Office software including Word, Excel, Outlook, and Power Point. - Excellent interpersonal, verbal and written communication skills. * Practical work experience in fields of engineering, environmental, procurement, construction, testing, and/or operations. - Knowledge of regulatory requirements and functions that impact the QA program (specifically, NQA-1 and DOE O 414.1D). - A high level of personal motivation, high standards, and the ability to work within changing situations to meet short deadlines. **Preferred Qualifications:** - A high level of personal motivation, high standards, and the ability to work within changing situations to meet short deadlines. - Knowledge of regulatory requirements and implementation of Software Quality Assurance. - 5-10 years of experience in nuclear construction projects. - Strong technical background in construction engineering or related fields. - Quality Engineering and Six Sigma knowledge and work experience. - Working knowledge and understanding of DOE policies, procedures and requirements in areas associated with issues management and assessments is preferred. - Training and experience in performing issues management process activities including causal analysis, corrective action plan development, and trend analysis. **Other Requirements:** * Pre-employment drug screen, background check and badge requirements
