Summary
This position belongs to Deputy Chief Engineer – Structures group and reports to the Senior Director of Engineering for the Gateway Program. The Program Manager IV will support the Gateway team with Design Management of Projects in the Gateway Program.
Responsibilities
**The ideal candidate shall have the ability to multi-task and undertake with limited supervision, a variety managerial or technical tasks to support delivery of the Gateway Program. Examples of responsibilities include, but not limited to:** * •Project Management of Engineering Contracts; Supervision of in-house staff; Coordination with Federal, State and Local government agencies, project stakeholders and other Amtrak Departments; and related activities. * •Prepare various project documents, such as Project Management Plans; Scope of Work; Schedules, Cost Estimates, Budgets and Spend Plans; Engineering Policies, Guidelines and Best Practices; Requests for Proposals (RFP) for A/E contracts; and other relevant documents. * •Perform detailed technical review of concepts, designs and details for the repair, rehabilitation or construction of hard rock and soft ground railroad tunnels and other railroad infrastructure projects performed by either in-house staff or design consultants. Provide a consistent high level of technical assistance to facilitate critical engineering decisions. * •Inspect Existing Railroad Facilities and recommend the repair, rehabilitation or reconstruction of facilities to ensure safe railroad operations.
Ideal Candidate
**PREFERRED EDUCATION:** * Masters in Engineering with emphasis in Geotechnical or Tunnel Engineering. * Project, Program or Construction Management Certification. **WORK EXPERIENCE:** * Extensive experience in the inspection, design and construction of conventional and mechanized tunnels in hard rock and soft ground. * Extensive analytical, planning, and organizational skills. * Extensive ability to multi-task and prioritize engineering assignments and projects. * Extensive project management experience with multi-discipline projects and ability to collaborate with state federal and local agencies, outside engineering firms and engineering groups within the railroad organization. * Significant understanding of NEPA requirements and experience in the permitting of projects. * Extensive ability to represent Amtrak at various project functions as they pertain to public outreach and interface with outside agencies. * Extensive ability to prepare and present project technical reports and commentaries to management and outside agencies. * Extensive ability to collaboratively interact with all departments in the company, co-workers, and outside agency individuals to exchange project and technical information. * Extensive ability to motivate others and strive for results. * Professional Engineering License – in NY or NJ. **PREFERRED WORK EXPERIENCE:** * Extensive project management experience in multi-disciplined railroad infrastructure projects and collaboration with federal, state and local agencies, outside engineering firms and other project stakeholders. * Extensive experience in preparing contract documents for underground construction contracts. * Extensive experience in various underground construction methods and techniques. * Extensive knowledge and understanding of passenger rail operations and experience in the design and constructability aspects of projects in an active railroad environment. * Significant NEPA and permitting experience. * Extensive design management experience for major projects > $100 million. **SUPERVISORY RESPONSIBILITIES:** * Yes **COMMUNICATION AND INTERPERSONAL SKILLS:** * Must have excellent verbal and written communication skills.
